Subject : Nomination of CPDM candidats for the Senatorial Electrions of 14 April 2013-03-05

As you aware, our country will be going to the polls to elect Senator on 14 April 2013 as part of ongoing efforts to progressively establish the institutions enshrined in the Constitution. This constitutes a decisive step towards furthering our democratic process. Accordingly , our Party, for its part, must make every effort to ensure that the election takes place under the best possible conditions, and must equally prepare for wich the utmost care to secure a resounding victory. Such victory , comming after so many others, would clearly confirlm the CPDM’s singullar position on the national political landscape as the leading party whose vision of society best meets the deep aspirations of the Cameroonian people . Therefore, our party’s legitimate ambition is to have as comfortable a majority in the Senate as we have in the National Assembly to ensure the coherence and continuous implementation of Government action as outlined i the platform on which the President of the Republic was overwhelmingly elected during the historic election of 11 Octobre 2011.

To this end, CPDM nominees for the Senatorial election shall be selected from among militants who are trusworthy and befitting for the Sanate to best make its contribution to the exercise of legislative power which it will be sharing with the National Assembly.

In accordance with the constitution, the Senate shall represent regional and local authorities . Each region shall be represented therein by 10 ( ten) Senators, 7 (seven) of whom shall be elected by indirect universal suffrage, and 3(three) appointed by the President of the Republic . tjis circular

This circular lays down the conditions and procedures for seeking party nomination and establishes the bodies that would contribute to designating the most committed representative, credible and competent CPDM nominees.

I- NOMINEES

1°/ Conditions

Since the Region constitutes the electoral constituency and Senators are voted from a single list of candidates, the list of party nominees shall be drawn up on a regional basis.Each list shall comprise substantive candidates and their alternates drawn up following the criteria defined by law and the requirements prescribed by the Basic Texts of the Party .

The following criteria in particular are defined by law :

Age of candidates : no less than 40(forty) years on the date of the election,

Consideration of the various sociological components of the Region ,

Consideration of gender ; and general conditions of eligibility and incompatibility.

The requirements prescribed by the Basic Texts of the Party concern :

Loyalty to Republican institutions ;

Commitment and political experience ;

Militancy service to the Party ;

Representativeness, morality, credibility and competence ;

Respect for the ideals of unity and national integration ; and

Consideration of the rights of minorities.

2°/ Composition of nomination files

Every nomination file shall include :

a nomination application form provided by the General Secretariat of the Central Committee, duly completed and signed by the applicant ;

5(five) copie of the nomination paper ;

5(five)copies of the sworn statement ;

a copy of birth certificate no more than 3(three) months old ;

a non—conviction certificate no more than 3( three) months old ;


a certificate of nationality ;

proof of possession of a residence in the Region ;

a certificate of enrolment on the electoral roll ;
a curriculum vitae ;

a photocopy of the Party Membreship Card ;

proof of contribution over the last 5(five) years ;

record of services rendered to the Party.

Following their nomination, every nominee and his/her alternate must jointly pay a deposit of 1 000 000( one million) CFA francs into the Treasury, in keeping with the law. The original of the receipt of payment shall be attached to their file.

II- ORGANISATION OF NOMINATIONS

1- Competent bodies

The bodies involves in the nomination of CPDM candidates for the Senatorial elections shall be :

The Regional Commission for the Reception, Analysis and Evaluation of Applications ;

The Central Supervisory Commission ;

The national Nomination Commission.

(a) Regional Commission for Reception , Analysis and Evaluation of Applications

Established and sitting in the Regional capital, the Regional Commission for the Reception, Analysis and Evaluation of Applications shall comprise a Chairperson, vice-Chairpersons, Members and chargé de Mission, all appointed by the National President of the Party.

It shall be responsible for :

Receiving and registering with the abovementioned criteria ;

Issuing receipts duly dated and signed by the oficial appointed for that purpose ;

Analysing and evaluating application files in tghe first instance ;
The reasoned proposal of 3(three) lists that best meet the above criteria, in order of preference,whithous combining candidates from different lists ;

Forwarding the 3(three) and all other lists received to the Central Supervisory Commission .

(b) Central Supervisory Commission

Established at the Party headquarters and chaired by the Secretary-General of the Central Committee, the Central Supervisory Commission shall comprise Vice-Chairpersons, Members and Rapporteurs assisted by chargé de Mission, all designated by the National President.

It shall be responsible for :

Checking compliance of files received with the abovementioned criteria ;

Summarizing nomination pares befor forwarding them to the National Nomination Commission ;

Preparing the meeting of the National Nomination Commission .As such , it shall make any proposa lit deems neccessary to guide the National Nomination Commission.

As and when neccessary, rhe Chairman of the Central Supervisory Commission may invite any other personality on a account of their expertise to take part in the proceedings of the Central Supervisory Commission in a advisory capacity.

(c) National Nomination Commission

Chaired by the National President, the National Nomination Commission shall comprise the members of the political Bureau. Its Rapporteur shall be the Secretary- General of the Central Committee.

The Natioan Nomination Commission shall drawx un the list of CPDM candidates for the Senatorial elections.

2- Nomination Procedure

(a) Complete nomination papers shall be submitted, against a receipt, to the Regional Commissions for the Reception, Analysis and Evaluation of Apllication no later than Thursday, 7 March 2013 at 6 p.m.

(b) The Regional Commission for the Reception, Analysis and Evaluation of Application must for ward their reports to the Central Supervisory Commission no later than Saturday, 9 March 2013 at 6 p. m.

(c) The Central Supervisory Commission shall have 3 ( three) days, with effect from 9March 2013, within which to produce its reprt to be forwarded to the National Nomination Committee.

III- Miscellaneous and Final Provisions

1- All documents submitted by candidates shall be appended to the Reports of Regional Commissions for the Reception, Analysis and Evaluation of Applications, and the Central Supervisory Commission.

2- The office of President of a Regional Commission for the Reception,Analysis and Evaluation of Application shall be incompatible with that of senatorial election candidate irrespective of constituency.

3- Members of the Central Supervisory Commission who are candidates for nomination shall suspend their participation in the Commission’s proceedings when they concern their constituencies .

4- Members of the National Nomination Commission who are candidates for senatorial election shall suspend their participation in the Commission ‘s proceedings when they concern their constituencies.

To ensure the nomination of credible candidates, which is a prerequisite for an honourable victory for the CPDM in the election, it is of the utmost importance for the Comrades involved in the nomination procedure at all levels to exercise rigour, objectivity, probity, discretion and patriotism.

The Secretary -general of the Central Committe shall ensure strict compliance with the directives contained in this circular./
